CARE is seeking an experienced Program Officer (PO) for the Gender and Empowerment (GE) Unit.
The PO will provide support for key operational and administrative areas of the unit, including: project tracking, support communications and knowledge sharing, coordination of meetings and contribution to unit strategic plan and annual operating plan (AOP). This position will also assist the team with general administration functions including procurement, human resources processes, and coordination of major meetings. S/he will work directly with all the Gender and Empowerment Unit team members, and will collaborate with other units, departments and staff. S/he will also be responsible for providing backstopping support to other programming initiatives in line with the GE priority areas and projects as necessary. This person will have overall knowledge and understanding of Gender and Empowerment programming and priorities and will be able to represent the GE unit and it's activities to other CARE departments and to external agencies.

As a member of the GE Unit, the Program Officer will participate in project and unit-wide activities, meetings, conferences, etc. S/he will participate in intellectual discussion in the education sector, GBV, Child Marriage and be conversant with gender integration approaches to advance CARE's rights-based approaches, and promote understanding of the underlying causes of poverty that contribute to low levels of educational attainment.

Primary Responsibilities:

  •     Financial and Grants Management, using PeopleSoft;
  •     Communications and Knowledge Management;
  •     Logistical Support Coordination;
  •     Operational Support.

Required Skills:

  •     Bachelor's Degree in International Development, Education or Business Administration;
  •     3 to 5 years experience within a development or humanitarian context, focusing on grant's management, financial/accounting and/or budgeting;
  •     1 to 2 years administrative experience with an international development organization;
  •     Evidence of ability to work in an adaptable and collaborative manner across different work functions and dynamic, international and intercultural teams within a complex organizational structure;
  •     Experience working with USAID funded projects or other multilateral donor agency;
  •     Excellent planning, organizing and problem solving skills;
  •     Familiarity with developing and monitoring program budgets and tracking systems;
  •     Excellent interpersonal/team-building skills;
  •     Attention to detail and follow-through on tasks;
  •     Strong knowledge of Microsoft applications, including Word, Excel and Outlook;
  •     Strong knowledge of Adaptive Planning and PeopleSoft;
  •     Excellent communication skills in both written and spoken English; ability to communicate knowledge, ideas and issues in an appropriate manner to diverse audiences;
  •     Strong analytical skills;
  •     Project management skills, including planning and budgeting;
  •     Workshop coordination and facilitation skills.

Desired Skills:

  •     Master's Degree in International Development, Education, Business Administration, Public Policy or Administration with an emphasis on Gender;
  •     Programmatic or administrative support experience within CARE;
  •     Knowledge of People Soft and Adaptive Planning financial platforms a plus;
  •     Travel or work abroad within a developing country;
  •     Proficiency in Spanish or French;
  •     Experience in Gender programming.
