About the Job:
Bill & Melinda Gates Foundation is seeking a Program Officer - Financial Services for the Poor. S/he will report to the team lead for research and innovation. S/he will be responsible for developing, analyzing, and communicating the fact base around the foundation's work in order to motivate and inform commercial, donor, and policy actors in the foundation's space. The position is based in Seattle.

Tasks and Responsibilities:


  •     Make strategic investments that will help achieve broader usage of data and will influence key stake holder groups to incorporate up to date data and research into their decision processes;
  •     Serve as point person on the team's geo-spatial work, and work to promote the usage of geo-spatial metrics within key stakeholder groups;
  •     Work closely with the associate program officer (APO) of research on FSPs data gathering efforts;
  •     Help the APO in creating and executing on a plan to evaluate the team's progress against strategic goals by consolidating the data coming from the country measurement plans and activities;
  •     Take a lead role in planning, managing, and executing M and E activities in support of strategic planning, grant management, and external relationship management, often in partnership with other team members;
  •     Identify and fill gaps in the data landscape or research fact base that supports foundation's work.

Qualifications:

  •     Advanced degree (such as PhD, MBA, DBA, MPP, EDD) in a field requiring fluency in applied research, performance measurement, statistical methods and causal inference, or equivalent experience;
  •     Capability to move minds and influence thinking across a field using research and data;
  •     Multi-disciplinary knowledge around several of the following issues - access to financial services (strongly desired), geo-spatial analyses, and diffusion of innovation, data-driven decision-making, scaling, and adoption;
  •     At least 3 years of experience conducting and managing performance measurement, evaluation, and applied research preferred;
  •     Experience measuring M and E frameworks and systems desirable but not required;
  •     Excellent written and oral communication skills demonstrated in positions requiring diplomacy in communicating with a broad and diverse audience. Comfortable in a wide range of cultural, geographic and operational situations, demonstrating culturally sensitive behavior with a diverse range of people;
  •     Fluent in English with excellent written and oral communication skills;
  •     Prior grant making experience preferred.
