The United Nations Capital Development Fund (UNCDF) is a multilateral donor agency under the administration of the United Nations Development Programme (UNDP). It promotes a sector-based approach to financial inclusion and is both a facilitator and an investor in the industry. UNCDF offers a unique combination of investment capital, capacity building, and technical advisory services to promote microfinance and local development in the least developed countries (LDCs). It is channeled primarily to poor rural areas in the LDCs where poverty reduction, capacity, and governance challenges are typically the greatest.
Background:
Better Than Cash Alliance (BTCA) is an alliance of governments, private sector, and development organizations committed to replacing the use of cash payments with electronic payments, where appropriate and to promoting a `cash-light’ economy.

About the Job:

BTCA is seeking to hire a Programme Manager for the technical assistance facility as well as to act as a backstop to the project manager. The position is based in New York.

Tasks and Responsibilities:
  •     Provide the direction, implementation, and management of the technical assistance facility of the BTCA resulting in an efficiently-implemented, managed, monitored, and evaluated fund, meeting or exceeding all targets;
  •     Manage the application process, assessment and ranking of applications, presentation to the TAF sub-committee for approval, recording of the decision, and disbursement of funds according to BTCA goals and UNCDF protocols;
  •     Collaborate with the communications specialist integrate knowledge sharing into all aspects of the TAF;
  •     Together with the managing director, ensure program is adequately funded and has support of other funders, policy makers;
  •     Backstop all duties to the project manager of BTCA as needed.

Qualifications:

  •     Master's degree in Economics, Public/Business Administration, Social Sciences, or related fields;
  •     Minimum of 7 years of experience in progressively responsible positions in the development field, including financial services for the poor;
  •     Experience working in or with support projects on financial services for the poor;
  •     Experience in managing a technical assistance fund or equivalent with evidence of goals achieved.
  •     Working knowledge of current developments in payment technologies, including innovative payment methods (e.g., mobile financial services, pre-paid cards, etc.);
  •     Working knowledge in policy, legal and regulatory issues related to inclusive payment technologies;
  •     Experience in managing large projects, corresponding budgets, and RFP processes as well as monitoring and evaluation plans required - experience within the UN system desirable;
  •     Working knowledge of international donor organizations - experience in preparing proposals for funding desirable;
  •     Understanding of key issues and international best practice relating to financial inclusion;
  •     Experience in analysis of gender disaggregated data and using the analysis for programme planning and implementation;
  •     Strong IT skills, including ability to work regularly with MS Word, Excel, Outlook, and PowerPoint;
  •     Fluency in spoken and written English is required. Professional competency in French desirable;
  •     Functional competencies in results-based programme development and management, building strategic partnerships, innovation and marketing new approaches, promoting organizational learning and knowledge sharing, advancing a policy-oriented agenda, and client orientation.
