Organizational Setting and Reporting

This position is located in the Mortality Section of the Demographic Analysis Branch in the Population Division of the Department of Economic and Social Affairs. The incumbent reports to the Chief of the Demographic Analysis Branch.

Responsibilities


  • Within delegated authority and under the guidance of the Chief of the Demographic Analysis Branch of the Population Division, Department of Economic and Social Affairs, the Chief of the Mortality Section performs the following functions:
  •  
  •     Provides policy guidance to the Chief of Branch on the formulation, organization and management of the substantive work programme on mortality, morbity and related issues;
  •     Manages, supervises and carries out the activities required to implement the work programme on mortality, morbidity and related issues, including the preparation of technical and substantive reports;
  •     Conducts mortality and methodology research that aims to improve mortality models with a view to improving the Division's population estimates and projections;
  •     Plans and oversees the preparation of technical and substantive reports on levels and trends of mortality in all countries of the world, and the determinants and consequences of mortality and morbidity trends in both developed and developing countries; this task includes overseeing the compilation and analysis of relevant data, the selection or development of appropriate analytical methodology, particularly for countries with partial or deficient data, and the modeling of mortality patterns. Ensures that the outputs produced by the Section maintain high-quality standards; allocates resources for the completion of outputs and their timely delivery, ensuring that programmed activities are carried out in a timely fashion;
  •     Provides substantive input and collaborates in the preparation of position papers or reports for presentation to intergovernmental bodies, such as the Commission on Population and Development, the Economic and Social Council and the General Assembly;
  •     Carries out the administrative tasks necessary for the functioning of the Section, including preparation of budgets, reporting on programme performance, evaluation of staff performance (e-performance), evaluation of candidates for job openings and preparation of input for results-based budgeting. Maintains communication and exchanges technical information with colleagues in specialized agencies, programmes and funds of the United Nations system, the regional commissions and the professional community at large;
  •     Leads and supervises the organization of research projects and other substantive activities such as the preparation of expert group meetings, seminars, etc. on mortality and related issues;
  •     Participates in international, regional or national meetings to present the results of research, provide substantive expertise on issues, or hold substantive and organizational discussions with representatives of other institutions.


Competencies

  •     Expert knowledge in estimating levels and trends of mortality, particularly for countries with deficient data;
  •     Expertise in the analysis of the determinants and consequences of mortality and morbidity trends, and ability to undertake the modeling of mortality patterns;
  •     Proven in-depth knowledge of methods of demographic analysis, indirect demographic estimation, methods of modeling mortality, and theories pertaining to mortality change;
  •     Proven ability to produce reports and technical papers on mortality and related issues, preferably including own-name publications in technical journals or other scientific publications;
  •     Ability to produce summaries of technical population studies for a lay audience;
  •     Ability to make presentations to professional and lay audiences;
  •     Ability to manage large and complex databases;

Education

Advanced university degree (Master's degree or equivalent) in demography, in actuarial science or in economics, sociology or statistics with a specialization in formal demography or related area. A Ph.D is desirable. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience


  •     A minimum of ten years of progressively responsible experience in population analysis and research, of which at least five should involve experience in the area of mortality research or related field.
  •     Experience in statistics and mathematics applied to the study of mortality is required.
  •     Experience with editing technical papers for publication is required.
  •     Experience in the use of mortality estimates in developing consistent population estimates and projections as well as experience in the development of new methods of mortality estimation is a distinct advantage.
  •     Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
  •  

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language is an advantage.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
